Slot System to Reduce Persistent Traffic Jams

Traffic Congestion on the Brenner Motorway

The Brenner Motorway is one of the most important transit routes in Austria and has been characterised by a particularly high volume of traffic for years. Significant congestion regularly occurs, especially on the central north-south corridor between Germany, Austria, and Italy. To improve this situation and to replace the existing batch clearance system for lorries in the long term, the introduction of a slot system is currently being discussed as a possible solution.

Why should the digital slot system be introduced?

The reason for this consideration lies primarily in the persistent traffic problems along the Brenner route. Currently, heavy goods traffic is regulated on certain days through so-called batch clearance systems. Under this system, lorries are only permitted to cross the Alpine pass in a limited number per hour. However, this measure frequently leads to long tailbacks, which are particularly noticeable on the German side and significantly impair the flow of traffic.

The planned slot system could offer an alternative by making traffic more predictable and distributing it more evenly. At the same time, it would help to modernise existing traffic management measures and make them more efficient.

Italy's lawsuit before the European Court of Justice (ECJ)

Another important aspect in this context is the legal situation at the European level. Italy has filed a lawsuit against Austria before the European Court of Justice, accusing the country of restricting the free movement of goods through various measures.

Specifically, Italy criticises, among other things, the night driving ban for lorries, the sectoral driving ban, the winter driving ban, and the existing batch clearance system with a limit of a maximum of 300 lorries per hour. From Italy's perspective, these regulations impede the flow of goods within the European Union and therefore violate applicable EU law.

Slot system as a possible solution for Brenner traffic

Against this backdrop, the slot system is currently still being treated as a proposal, as the ongoing legal proceedings bring uncertainties regarding a possible implementation. Nevertheless, it can already be noted that such a system has the potential to noticeably improve transit traffic across the Brenner and to reduce congestion in the long term.
